The Village of Plainfield Seeks to Enhance Its Revenues Following Massive Growth

The Village of Plainfield, situated 35 miles west of Chicago, started life as an agricultural community beside the DuPage River in the early 1800s. It is now the fastest growing village in Will County, with a population of 39,581 that is expected to rise to over 60,000 by 2030 according to Village estimates.

Re-Building a Community in the Wake of Disaster

Although for many years it continued as a small rural community, Plainfield's recent history has not been without drama. On August 28, 1990, the Village was hit by an F5 tornado, causing the deaths of 29 people, injuring hundreds more, and devastating property. Plainfield set about re-building its community, restoring its historic Downtown area, assisting in the development of the Lincoln Highway, and promoting environmentally friendly "green Village" ordinances and programs.

Today, more and more people are drawn to Plainfield as a vibrant community with a small-town feel, attracted by its picturesque neighborhoods, quaint shops, and excellent services such as the Edward Plainfield Medical Campus. Several areas of farmland have been sold, making way for new residential subdivisions.

Village Officials Demonstrate Sound Financial Management

Responsible and careful financial management has been a key factor in the success of the Village's efforts to re-build its prosperity and oversee the enormous expansion of its residential areas.

"Plainfield was $4.4 million in debt when I took office, and now we are $600,000 in the black … Average residents pay $1.47 per day for Plainfield services. We still maintain a AA S&P bond rating, which indicates we are stable."

Mayor Michael Collins, 2013 State of the Village Address

Because Plainfield's managers and locally elected officials are accountable to their community for the proper management of Village funds, they recognize that fair and accurate collection of fees and taxes across all taxpayers is an essential aspect of good government. These principles are all the more important in a municipality that continues to see burgeoning growth as new parcels of land are annexed for development.

Azavar Government Solutions Returns More Than $141,000 Annually to Plainfield

Having re-addressed its entire community in the wake of a devastating natural disaster, Plainfield engaged Azavar Government Solutions to conduct an audit of the coding of its taxable addresses. Our team of experts examined address databases, discovered and corrected over 160 errors, thus returning new annual revenue to the Village.

As well as being a taxing authority in its own right, the Village is a customer of its utility providers, so Azavar Government Solutions' team also conducted cost audits of the Village's utility bills. Once again, we found and returned monies owed to the Village due to overcharging by providers, and ensured the benefit of these savings for the future.

Whatever the economic climate, municipalities need to do everything in their power to ensure that they receive every penny of revenue due to them. Azavar Government Solutions staff went on to audit Plainfield's income from utility fees and taxes and discovered mistakes in the computation of taxes from its natural gas utility. We corrected these errors and assisted in the collection of past due sums.

In all, Azavar Government Solutions returned over $141,000 a year in new revenues to the Village of Plainfield, assisting village staff in their mission to enhance their revenues and maintain services without levying new taxes on their residents.

Our No-Risk Contingency Fee Policy

“It was a big advantage for the City to work with a company that only charges a contingency fee, because we did not know what results we would get when we started the project.”
— Mayor Gary Graham, City of O'Fallon
